Nicki K. Elgie  

A native of small-town Texas, Nicki K. Elgie received her B.A. from St. Mary's University, graduating from the Honors Program magna cum laude. She then obtained her J.D., cum laude, from The Ohio State University Moritz College of Law, where she was an issue editor on I/S: A Journal of Law and Policy for the Information Society. On law review, she was the recipient of the Outstanding Masthead Editor award and published an article surveying state privacy laws. While in law school, she also had the honor of serving as an extern to the Ohio Supreme Court. Following law school, Nicki returned to Texas and has been practicing with Evans, Rowe & Holbrook, P.C. since 2009.

Nicki and her husband, Chris, are avid fans of The Ohio State Buckeyes and enjoy playing sports of all types. She also enjoys devoting her time to local charities and volunteer programs.

Rosemary R. Williams  

Rosemary Williams received her B.A. with high honors from Texas Tech University in 1978 and her J.D. with honors from the University of Texas School of Law in 1988. During law school she served as Executive Editor of the Texas International Law Journal and published a note on foreign investment in Mexico. She has practiced health law litigation in San Antonio for more than 20 years. She is a member of the San Antonio Bar Association and the Health Law Section of the State Bar of Texas.

Rose and her husband, Lee, have two sons. She is an avid fisherman and enjoys watching her sons compete in shotgun sports. She also lectures on health care confidentiality issues.
Christina Herrera  

Christina Herrera graduated from the University of Texas at Austin in 1999 with a B.A. in Government. She received her J.D. from Southern Methodist University Dedman School of Law in 2003. Christina’s primary area of practice is insurance defense litigation, including defense of professional liability, commercial trucking, auto liability, and premises liability cases. She is admitted to practice before all the Federal District Courts in Texas.

Christina practiced in Dallas for more than ten years before making the move to San Antonio in 2015. A native of Corpus Christi, Christina is happy to return to South Texas to continue her practice.




Elsa Marie Garza has been a Legal Assistant since 1982. She is a member of the State Bar of Texas, Paralegal Division, and the Bexar County Women's Bar Association/Foundation, where she has served on the Board of Directors as Historian. In 2001-2002, Elsa Marie received the Liberty Bell Award from the San Antonio Young Lawyers Association, which recognizes one outstanding non-lawyer in Texas for selfless contributions to their community in the legal field.

Elsa Marie and her husband Otto, were recognized as Outstanding Leaders in Catholic Education in 2010 by the Archdiocese of San Antonio. They have been married 32 years and have 2 children.



Lizabeth A. Powell began her legal career in 1988 as a legal secretary. She received her B.A. in Journalism and Political Science in 1979 from North Texas State University. She has been with Evans, Rowe & Holbrook, P.C. since 2007. She is the proud mother of two adult sons.
