Rosemary R. Williams  

Rosemary Williams received her B.A. with high honors from Texas Tech University in 1978 and her J.D. with honors from the University of Texas School of Law in 1988. During law school she served as Executive Editor of the Texas International Law Journal and published a note on foreign investment in Mexico. She has practiced health law litigation in San Antonio for more than 20 years. She is a member of the San Antonio Bar Association and the Health Law Section of the State Bar of Texas.

Rose and her husband, Lee, have two sons. She is an avid fisherman and enjoys watching her sons compete in shotgun sports. She also lectures on health care confidentiality issues.
Samantha A. Gonzalez  

Samantha A. Gonzalez graduated from Louisiana State University’s Paul M. Hebert Law Center in 2017 with a J.D. and a Graduate Diploma in Comparative Law. While in law school, she externed with the Louisiana Department of Health Legal Service Bureau. In the summer of 2015, she studied in Lyon at Jean Moulin III University as part of LSU Law’s study abroad program. In her spare time, she enjoyed competing in LSU’s many oral advocacy programs and was a member of both the Moot Court and Trial Advocacy boards, winning the Gabrieli Family Law Moot Court Competition in 2016.

Samantha is a native San Antonian and Baylor alumna, who religiously follows both the Spurs and Big 12 football.






Elsa Marie Garza has been a Legal Assistant since 1982. She is a member of the State Bar of Texas, Paralegal Division, and the Bexar County Women's Bar Association/Foundation, where she has served on the Board of Directors as Historian. In 2001-2002, Elsa Marie received the Liberty Bell Award from the San Antonio Young Lawyers Association, which recognizes one outstanding non-lawyer in Texas for selfless contributions to their community in the legal field.

Elsa Marie and her husband Otto, were recognized as Outstanding Leaders in Catholic Education in 2010 by the Archdiocese of San Antonio. They have been married 32 years and have 2 children.



Lizabeth A. Powell began her legal career in 1988 as a legal secretary. She received her B.A. in Journalism and Political Science in 1979 from North Texas State University. She has been with Evans, Rowe & Holbrook, P.C. since 2007. She is the proud mother of two adult sons.



Linda B. Divers has been a part of the legal community since 1985 and has training and knowledge in various backgrounds of the law including real estate, medical malpractice, oil & gas and insurance defense. She has been with Evans, Rowe & Holbrook, P.C. since 2017. She enjoys traveling and spending time with her two sons.
